With more than 25 years of leadership experience across both public and private sectors, Lisa is a recognized expert in emergency management, specializing in strengthening all-hazards incident command systems, emergency response capabilities, and strategic operational planning in high-risk environments.
Currently serving as a Director of Office of Emergency Management, Lisa was one of the original founding members who began the New Jersey All – Hazards Incident Management Team and also holds key positions as the Training Specialist and a credentialed Type 3 Planning Section Chief. Her extensive public service includes a tenure with the New Jersey State Office of Emergency Management, where she helped redesign the statewide Incident Command System (ICS) training program which was featured by FEMA and is now adopted by agencies across the state.
During the COVID-19 pandemic, Lisa led planning operations at the State Emergency Operations Center, managed field operations for the six State Vaccination Mega Sites and coordinated efforts across ten Community-Based Vaccination Sites. For these contributions, she was awarded the New Jersey Civilian Commendation Medal by Brigadier General Wayne McCaughey, USAF.
Lisa has also directed planning and operational support for major events including presidential visits, the Agudath Israel gathering at MetLife Stadium, the Army-Navy Game, and currently for the 2025 Club Cup and 2026 FIFA World Cup events in New Jersey.
Earlier in her career, Lisa served as a Quality Engineer in the private sector, achieving Lean Six Sigma Black Belt certification and driving operational excellence through risk identification and process optimization.
She holds a Bachelor's degree in Quality Engineering from Ferris State University.
